JOE BOLDIGA, PRESIDENT

Joe has spent his career working with some of the most luxurious resorts, large HOA’s and CDD’s across Florida. Joe graduated from Boston University with a degree in Hospitality Administration/Management. He brings more than 25 years worth of real estate & resort management experience to your association. He started Precedent in 2013 with a primary focus on providing personalized service to high-end properties and communities. 
He understands that no two communities are the same and strives to ensure that every customer is given the specialized attention and customization that they deserve. 
He has guided and consulted developers across Florida throughout his career, and is an expert in this field. He believes in preventing problems before they start by having open communication with his team and clientele.

Joe actively supports local sports teams and coaches his children’s baseball and softball teams. When he’s not working he enjoys spending time with his family, golfing, and the Red Sox.

STEVE WECLEW, CPA, CHIEF OPERATING OFFICER  

Steve joined Precedent in January of 2019. He brings a tremendous level of experience with him and has very rounded skill set that will certainly help support all departments.  A graduate of the University of Central Florida with a Master's degree in Accounting, Steve is also a Certified Public Accountant.  He was previously with Deloitte and Touche (Senior Manager of Audit Dept.), Smith & Nephew (Vice President of Finance), LM Funding America (Chief Financial Officer), and most recently Trifecta Networks (Chief Financial Officer). In these different roles, Steve has managed people and departments (all firms), been responsible for sales (Smith & Nephew), capital raises (LMFA & Trifecta), and been responsible for business processes, software and systems maintenance (Smith & Nephew & LMFA).

Steve is married to his wife Cynthia (12 years), who is a successful real estate agent for Gillen & Associates and also a UCF alumnae.  Steve and Cynthia live in Oldsmar with their two children, David and Kate.

WENDY MURRAY, LCAM, CMCA, AMS, VICE PRESIDENT OF THE SOUTHWEST FLORIDA REGION

Wendy joined Precedent in 2018 and is responsible for sales, operations, management and acquisitions for the Southwest Florida Region.  Previously Wendy spent three years as Vice President of the Florida Southwest Region for Executive National Bank’s Community Association Banking Division.  For the prior eight years Ms. Murray worked for a national community association management company, three years as Branch CEO and President as well as five years on the Branch Executive Team.   She also served as a Florida State Supreme Court Certified County Court Mediator, mediating community association disputes.

Wendy has served on her HOA Board for 12 years as President.  She enjoys outdoor sports and performing landscaping walks with our Managers and Committees.  She loves all animals. Wendy is also a Tarheel fan and is originally from North Carolina.

DOUG JENKINS, LCAM, EXECUTIVE VICE PRESIDENT OF OPERATIONS & ANCILLARY BUSINESS

Doug has been working in the property management, development and investment industries since 1987. He has been an Executive Director, Director of HUD Programs and Affordable Housing Development, an on-site Manager, a Regional Manager, Vice President of Operations and Portfolio Asset Manager for a diversity of Community Management, Investment and Development entities. Doug has worked with HUD, LIHTC, Conventional Multifamily and Condominium Communities. His broadest responsibility consisted of overseeing the program compliance and monitoring operations of over 900 multifamily communities throughout the U.S. for institutional investors.

Doug joined Precedent in 2011 and serves as Executive Vice President of Operations and Ancillary Business.  Doug focuses on the refinement of working efficiencies, delivery of exemplary customer services and advancement of Precedent’s Mission as well as Business Philosophy.  Doug is also involved in the assessment and progression of secondary business groups that support the core Precedent activities. Doug has his Community Association and Real Estate Licenses as well as a number of technical certifications.

Doug plays a mean guitar, enjoys music and living in Dunedin.

MANJOLA “LOLA” KAVARIC, CPA, CFE, EXECUTIVE VICE PRESIDENT OF ACCOUNTING

Lola joined Precedent in 2016. She is a financial management professional with 27 years of experience. Lola is a Certified Public Accountant (CPA) as well as a Certified Fraud Examiner (CFE) and member of Tampa Bay Chapter. She is an integral part of Precedent, managing the client accounting and finance team. She is responsible for overseeing all financial aspects of associations company wide. Lola’s areas of expertise include financial analysis, profit improvement, project management, auditing, training and strategic planning. Lola holds a double Bachelor’s Degree in Finance and Business Administration. She has a Master’s Degree in Business Administration and a Master’s Degree in Accounting. Her diverse background includes industries ranging from banking to non-profit to insurance and real estate/HOA management. She was recently featured in the Florida Community Association Journal as an industry leader in their profile of ‘Women in the Industry.’

Lola enjoys the beach, travel, a good book, and spending time with her family away from work.

DAN GRAHAM, MARKET DIRECTOR

Dan joined Precedent in 2018. He was a full scholarship D-I basketball player at Stony Brook University. After numerous injuries he hung up his sneakers and transferred to Marymount University where he double majored in Business Law & Finance. Upon graduation he entered the booming mortgage banking industry in Northern Virginia where he was quickly promoted to Sales Manager for Countrywide Home Loans. After meeting Stefanie, his wife, they moved to Florida where he worked in the construction industry in Southwest, FL before becoming a property manager. He has managed luxury condos, HOA’s & resorts. He specializes in working with developers and and guiding communities through transitions across Florida. Prior to joining Precedent he worked as head of client relations. Throughout his his career Dan has managed people and processes. He holds a number of financial & insurance licenses, and has a wealth of practical knowledge in project management, construction, operations, technology, finance, sales, marketing & advertising.

Dan has been a high school basketball coach at high schools in Virginia and Florida. He also coaches his children’s youth basketball & baseball teams. He believes in maximizing the efficiency of the process and that the best leadership strengthens the bonds of the team as a whole so that the weak link can’t be broken. He volunteers with Big Brothers, Big Sisters and has enjoyed being a big brother to Joziah for the last 3 years. Dan has been happily married to Stefanie for more than 12 years. They have two children, Murphy (11) and Grace (10). Stefanie is a community leader and English Teacher for the Criminal Justice Academy at Pinellas Park High School. Dan and his family enjoy the beach, snow skiing, and everything outdoors in between. They enjoy living in the Shore Acres Neighborhood of St Petersburg.

GARY VOSSELMANN, DIRECTOR OF COMMUNITY ASSOCIATION MAINTENANCE SOLUTIONS (CAMS)

Gary joined Precedent in 2016. He is originally from the auto industry in New York. He had fast track success as the new car manager for Koeppel Porsche/Audi by the age of 25. Over time Gary served in various executive management positions for brands including Volkswagen and Toyota before deciding to move to Florida in 1990. When he arrived in Florida he quickly grew his own business while expanding his experience through various entrepreneurial vertical businesses, at one point owning three Midas franchises. In 1995, Gary volunteered for the Board of Directors in his own community and was introduced to the property management and maintenance industry. He earned his community association license (LCAM) from the State of Florida and has worked within the industry ever since. In 2016 he took over management of the CAMS (Community Association Maintenance Solutions) as its managing partner. Gary has been happily married to his wife Elyse for more than 25 years and they have two young adult children, Emily and Seth. He and his family reside in Palm Harbor where they have lived for more than 25 years.
