Rule 61B-19.004: How HOA Director Education Deadlines Work in Master-Planned Communities

8 October 2026

Florida's homeowners' association directors were given a statutory education requirement in section 720.3033, Florida Statutes. Until recently, the administrative detail behind it was thin. That changed on September 7, 2026, when Rule 61B-19.004 took effect. The rule fills in how the requirement is measured, documented and enforced.

In master-planned communities, where a master association may sit above several neighborhood associations, the same rule applies separately to each board. A director who serves on two boards is tracked by each association. This article walks through the parts of the rule that matter most for that kind of structure.

The 90-day certification window

A newly elected or appointed HOA director satisfies the board member certification (BMC) requirement by giving the association's secretary a certificate of completion within 90 days. HOA directors are not given the condominium option of certifying up to a year in advance; the window opens with the election or appointment. The BMC course covers financial literacy and transparency, recordkeeping, levying fines, and notice and meeting requirements.

The certificate is treated as valid for four education years, provided the director serves without interruption. A gap in service means a new BMC course must be taken. When renewal comes due, the new certificate is owed within 90 days after the start of that education year.

The education year and annual CE

The education year is defined as July 1 through June 30. Continuing education must be completed, and the certificate submitted, by June 30 of each education year. Under the statute, the annual requirement is four hours for associations with fewer than 2,500 parcels and eight hours for associations with 2,500 parcels or more. A large master association and a small neighborhood association within the same community may therefore be held to different hour counts.

Hours may be gathered from several approved courses. The same course cannot be repeated within one education year to add credit, so a director who sits through a familiar program twice is credited once.

Who is responsible

The rule places responsibility for board compliance and for the education records on the association's secretary or equivalent officer. A management company can keep the calendar and send reminders, and many do, but the formal duty is assigned to the officer.

If a director has not submitted the required certificate when the window closes, the board is directed to suspend that director until the requirement is met. The vacancy may be filled temporarily. For a master association whose board includes representatives from neighborhood associations, a suspension can also affect how the master board reaches quorum, which is worth checking against the governing documents before it happens.

CAM courses and HOA credit

Many community association managers already take continuing education approved under the CAM licensing rules. Those courses are not counted automatically toward HOA director CE. The rule provides a separate application, DBPR Form CO 6000-14, through which a provider can seek HOA approval for an existing CAM course by explaining how it relates to HOA governance. Until that approval has been granted, the course should not be relied on by a director.

What counts as proof

Only a valid certificate of completion is accepted. Its title must match the approved course title. Courses may be delivered live, self-paced or as a hybrid, and in each case the instructor is required to confirm completion of the entire course before a certificate is issued.

Precedent manages master-planned and resort-style communities across Southwest Florida and keeps director education on the same compliance calendar as elections and budgets, board by board.

Florida HOA owners can usually vote by proxy, but a proxy that counts toward quorum may not cast every vote. What a valid proxy needs and when it expires.
